Amendment 3: Would a ‘top 2′ primary open up elections or dilute the minority vote?

Amendment 3 would create one big “top two" or “jungle” primary for state races. All candidates for statewide offices and the Legislature, whether Democratic, Republican and independent, would face off in one primary in August. And the top two finishers, no matter which party, would face each other in the fall election.
